Nelsonville City Council met in special session Monday, December 3, 2001, at 7:00 PM in Council Chambers, 211 Lake Hope Drive. Mr. Stanley called the meeting to order. All stood and recited the Pledge of Allegiance. ROLL CALL: All Council members were present. Also present was Mr. Mark Fiorello, City Manager.
The purpose of the meeting was a reorganizational meeting to elect a new President and Vice President of Council and set committees. Council would also go into executive session under O.R.C. 121.22 (g) for personnel matters citywide. in the Police Department.
RESOLUTION 2007. A RESOLUTION SUPPORTING THE OHIO DEPARTMENT OF TRANSPORTATION'S DECISION TO BUILD THE PROPOSED GREEN ALIGNMENT (NORTH ROUTH) BYPASS OF THE CITY OF NELSONVILLE.
Mr. Stanley introduced Resolution 2007.
Mr. Smith made a motion for adoption. Mr. Stanley seconded the motion.
Public Comment: Mr. Jim Pancake, 391 W. Franklin Street, asked Council's feelings with regard to an amendment to the Resolution to add an interchange on the green route at Dorr Run. His map did not show a Dorr Run interchange on the green route or the purple route. Mr. Fiorello pointed out on the City map that there was an interchange at Dorr Run on the green route. Mr. Hunter said ODOT has defined the route and it was not necessary to make an amendment to the Resolution as it would not hold up in litigation, but if it was Council's desire to make the change it could be done. If ODOT makes changes to the route as it is now, Council could adopt another resolution that says they are not endorsing the new route. Mr. Smith made a motion to amend section 2 to include the wording "with interchanges at State Route 691, State Route 78 and Dorr Run." Mr. Stanley seconded the motion. Mr. Sullivan said it was not necessary to make the change because there had always been an off ramp at Dorr Run. Mr. Stanley said the section from Haydenville to Dorr Run was already supposed to be funded and it has not happened. He is supporting Mr. Smith's motion because we did not get what we thought we were before. Mr. McKnight said the purple route would eliminate the Dorr Run interchange and that is why the wording should be in the Resolution. ROLL CALL: All Council members voted yea except Mr. Sullivan, who voted no.
Council discussion on adoption: Mr. Davis said he could not support this Resolution. He feels ODOT is only trying to please us and they will put the bypass wherever they want to. He feels Council should wait for ODOT's recommendation once the studies are complete. Mr. Wend said ODOT will put the bypass where they feel is the most economical and most feasible. He said we have fought to keep the bypass as close to Nelsonville as possible and he thinks we have done a good job. However, he feels the Valley Route, the Valley Route South and the Minker Run routes are out, he hopes the purple route is out, and we are down to the green route. Council is also on record in support of the Valley Route and a study of the Valley Route South and he does not see a problem with going on record in support of the Northern Route. Mr. Smith said he hoped Mr. Davis would change his mind, if not tonight, in the future. The choices he sees are five lanes down Canal Street or the green route. He said we all must join together and fight for the best alternative for Nelsonville. If we had endorsed the green alignment the highway might have been started by now. He also hopes Mike Brooks will get on board and support the green alignment.
Mr. Elliott said he isn't sure where the green alignment is and feels Council should wait until ODOT gives them the final map of the green alignment. If that is the best they can do and the closest they can get it to Nelsonville he would support that. ODOT will continue with their study regardless so why not wait. Mr. Stanley said they are doing the studies because Council dragged their feet in the past.
Mr. Sullivan said we have been told that the route that is chosen will be for the entire Valley, not just Nelsonville. Debbie Fought at ODOT has said the green route will be quicker because more study has been done on that alignment. Mr. Wend pointed out that the Resolution states that Council supports ODOT's decision to build the green route and not that City Council prefers the Northern Route. Mr. Stanley said we support the Northern route now and we need to stick with it. If ODOT ends up favoring the Valley Route South, fine that is what we wanted in the first place. ROLL CALL: All Council members voted yea except Mr. Sullivan, Mr. Elliott and Mr. Davis who voted no.
Resolution 2007 passed.
Mr. Smith made a motion to go into executive session under O.R.C. 121.22(g) for personnel and legal matters in the Police Department. Mr. Wend seconded the motion. Mr. Fiorello, Mr. Hunter, Mr. Steve LaForge and the clerk were invited to attend. ROLL CALL: All Council members voted yea.
Mr. Smith made a motion to return to open session. Mr. Elliott seconded the motion. ROLL CALL: All Council members voted yea.
